Committee on Economic, Social and Cultural Rights
Akin to the Human Rights Committee, the Committee on Economic, Social and Cultural Rights monitors State Parties compliance with the provisions of the International Covenant on Economic, Social and Cultural Rights (ICESCR) and publishes General Comments regarding those provisions. State Parties are again bound to submit regular reports describing how the ICESCR rights are being implemented. If a State Party has ratified the Optional Protocol to the ICESCR, then the Committee may receive and consider communications from individuals alleging that their rights under the ICESCR have been violated by that State Party. The same prohibition of anonymity and exhaustion of domestic remedies apply as in the First Optional Protocol to the ICCPR. Lastly, if a State Party has ratified the Optional Protocol to the ICESCR, the Committee may initiate inquiries on grave or systematic violations of any of the ICESCR rights and consider inter-state complaints.
