Project Complaint Mechanism (PCM) - European Bank for Reconstruction and Development (EBRD)
An individual who either resides in or has an economic interest in the geographic area which is, or is likely to be, adversely affected by an EBRD-financed project may ask the PCM for assistance in addressing a problem with the project. The PCM may then commence a Problem-Solving Initiative which encompasses fact-finding, mediation, and conciliation. Additionally, an individual or organization may request that the PCM examine whether the EBRD has failed to comply with its Environmental and Social and/or the Public Information Policies in relation to an approved project of the Bank. The PCM may then order a Compliance Review of the project by independent experts. A Complainant may ask for both a Problem-Solving Initiative and Compliance Review, provided that the request satisfies the relevant eligibility preconditions for both.
